With Proposed Airport
The location of the airport at the Peotone site will have a considerable effect on growth in the Village of Peotone for obvious reasons. The airport western boundary, as planned, will be less than one mile of the current Village boundary, and the front entrance approximately three miles from the Village boundary. Experience with other airports has shown that communities located close to the entrance of a major airport receive a greater share of both population and economic growth.
Several approaches were used to project the likely population growth with an airport. In January, 1997, NIPC projected a population of 11,315 by the year 2020, with an airport. This projection assumed that conversion of agricultural land would be extensive, particularly in Will County. In May, 1997, NIPC updated their date, projecting a population of 7,941 by the year 2020, with an airport. This projection was based on the assumption that remaining agricultural land this is not in the noise buffer zone would be residential land by the year 2020 (Table 10).
A second projection applied the rate of growth of Villages at the front of O'Hare to the Village of Peotone. The growth rate used was during a comparable period of development, namely, from 1950 to 1990, and the Villages used for comparison were Rosemont and Schiller Park. This resulted in a population projection of somewhere between 9,077 and 20,865 for the Village of Peotone by the year 2020 (Table 11).
Given the many factors affecting development in the event of the location of an airport which are dependent on authorities outside of the Village, a population projection of 14,000 was accepted by the Village board with the understanding that the actual population growth will be dependent on Village policies and actions as well as the decisions of organization outside of the Village. Thus, the Village will need to plan for extensive growth.
